Lipnews has strongly implied that Lancaster City Police are responsible for the appearance of the person in the lower left hand of this recent news article. I have run across no independent verification that the police were in any way responsible for this person's appearance.
To be honest, it looks to me his glassy, red eyes indicate he is intoxicated. For all we know, he fell flat on his face due to heavy drinking. To insinuate that the Lancaster Police are responsible for a "beating" without having any evidence to indicate it is completely and utterly irresponsible.
Lipnews has also falsely claimed that this article cannot be found on Lancaster Online. I found it quite easily today and this picture above is directly linked from that article.
