I would just like to point out that President Carter's 1979 executive order merged many of the separate disaster-related responsibilities into a new Federal Emergency Management Agency (FEMA). (Source- http://www.fema.gov/about/history.shtm).
This was at a time when the 95th Congress was overwhelmingly Democrat. In fact, the majority party held 61 seats during that time period. The Republicans only held 38. Source - U.S. Senate website (Source)
So if FEMA is not living up to its expectations, we have President Jimmy Carter's excellent foresight to thank. Plus the eight years that Bill Clinton had to improve on his Democrat predecessor's plan.
It was Joseph Lieberman that chaired the committee that confirmed Brown's appointment. Source
Let's not forget Governor Blanco and Mayor Nagin were also both Democratic officials in the state of Louisiana at the time.
So I don't want to hear about President Bush's failure's with FEMA. This was a Democrat disaster in the works for decades, as far as I'm concerned. Now they are trying to set up Bush to take the fall for their own failures?
